Who We Are
At Doulas For All, we believe that every birthing person deserves care that is rooted in love, dignity, and cultural connection. Since our beginning in 2018, our community has been weaving together a collective vision for a Washington State where doulas are recognized, supported, and celebrated for the life-affirming work they do.
Our journey started with a simple spark — a paper written by Annie Kennedy that inspired the formation of the Doulas For All Coalition. From there, we came together with PALS and a growing community of doulas to imagine something bigger. In 2019, we took our first big step with a proposal for Medicaid reimbursement and our very first Lobby Day. That same year, Surge joined us, bringing even more energy and strength to our movement.
As our coalition grew, so did our commitment to centering the voices and leadership of Queer, Trans, Black, and Indigenous doulas. Together, we held radical work sessions, wrote legislation, hosted community cafés, and fought for a Medicaid reimbursement model that truly reflects the needs of our communities. In 2022, our collective advocacy helped pass HB 1881, and in 2023, after years of persistence, Washington State adopted official birth doula rules.
Now, in 2024 and beyond, we continue to dream, build, and grow. From enrollment support to leadership development, from grief circles to statewide hubs, we are tending the seeds our community has planted. Our coalition is not just about policy — it’s about people, connection, and building a future where doulas can thrive and families receive the care they deserve.
